Analyzing Mr Brown's original article

Mr Brown wrote an article in Today newspaper, entitled 'Singaporeans are fed, up with progress!' on 3rd July 2006, which triggered a response from the Ministry of Information, Communication & the Arts (MICA) of Singapore.

The response from MICA has been thoroughly deconstructed by many pseudonymous bloggers as well as anonymous/pseudonymous blog-readers. Many argued that the most troubling conclusions from this episode are the following: (a) that citizens cannot criticize Singapore in any way (including the humorous way), (b) that if citizens do want to criticize, then they must offer solutions, and (c) if citizens criticize publicly, then they must be prepared for nothing less than the swiftest and harshest response. Make no mistake: this is Singapore, and we are definitely a 'swift-response' city and the 'hub of harsh replies'! :)

Thanks to MICA's response which triggered an uproar in cyberspace, I became curious and popped over to Mr Brown's blog just to see what the fuss was all about. I read MICA's response first, and by the end of it I was almost convinced that Mr Brown is an anti-Singapore person who is highly dangerous and who can never see the positive aspects of government policies. Then I read Mr Brown's original article, just to see what are some of the terrible things he wrote, and I reached the following conclusions....

(1) MICA should not be angry with Mr Brown, because Mr Brown did say that the Progress Package which should have been used to 'cope with the rising costs' ends up being used by some Singaporeans for the purchase of unimportant consumer goods. Hence, 'too bad for them then', says Mr Brown.

(2) Mr Brown did not criticize Singapore's IT programmes; he was simply arguing that 'outsourcing' of projects to private companies comes with an inevitable price. He did say that he 'understands the cost of building these roads is high, and the government is relooking the financing of these big road projects'.

(3) Mr Brown's real criticism is probably his suggestion that despite the glittering and impressive symbols of progress, these symbols themselves come with a price, thus neutralizing the progressive effects of the policies put in place by the well-intentioned government. He did not say that the government has bad intentions. Neither did he say that the policies were ineffective. He was simply saying that you need money to pay for all these shiny, cool, and efficient technological artefacts - which is true!

(4) Regarding means-testing, Mr Brown wrote, 'we do know many families who cannot [afford it]....but don't worry. Most of you don't have this problem. Your normal kids can go to regular school for very low fees, and I am sure they will not introduce means testing for your cases.' Mr Brown is pointing out - in a non-partisan manner - the fact that many families cannot afford it, which is a truism in any society! (Which society doesn't have poor families?) He did not say that the government will neglect the needs of these poor families or will fail to exercise flexible discretion in borderline cases. He is simply saying that while price increases are not necessarily nice, as long as he can still afford it, he can't complain because the poorer families are worse off than him.

(5) Next, Mr Brown, through his article, merely expressed a sincere hope that children with special needs can get 'a little more therapy to help them walk and talk', and 'if the country does really well,...a little more subsidy'. What's wrong with a citizen writing this to express a hope? Can't citizens have hopes?

(6) And finally, the pseudonym 'Mr Brown' is used by Mr Lee Kin Mun; even Heavenly Sword who usually stays in the mountain practising his kungfu knows this... :)

The response from MICA, nonetheless, did not surprise me. (You mean you're surprised?) :) I can see where it's coming from, and I respectfully acknowledge what it's saying. But the purpose of this short post has been to argue that MICA's interpretation of Mr Brown's original article is wrong, hence triggering an overly harsh reply to an actually-innocent Singaporean.

MICA's reply is not out of character with the Government's stand on criticism. Catherine Lim was blasted for her comments too some years back. If everyone who gives feedback or comment must provide a solution, then people would shy away from speaking up. And I thought it is not just our right, but our responsibility as citizens to provide feedback and make Singapore a better place to live in.

Having said that, I think our society is indeed opening slowly. I was at a post-GE seminar at the NUSS and panelists/audience alike - from JC students to professors - spoke openly. I supposed that is allowed for...as long as these comments are not broadcasted or reported in full by the media.

I think that the reason MICA did that, despite knowing that it will create a backlash is simply because they know they CAN do that, and it also served as an implied threat that you can blog all you want, but not in the mainstream media..(Although the blogsphere might be in the future become, or has become part of the mainstream as well)

Dear friends,

I read with interest Ms Bhavani’s retort to mrbrown’s column (Distorting the truth, mr brown ? 3 Jul 06).

What is particularly informative was her assertion that journalists (especially in Singapore), should not “champion issues, or campaign FOR or AGAINST the Government”.

Is this is a new dictum, I wonder, as there were many articles by our journalists in the past which appeared an “awful lot” like campaigning for the Government, but I do not recall anyone getting their knuckles rapped for that.

Seriously, is a journalist expected to be just a “human” tape-recorder recording verbatim the minutes of a board meeting like a company secretary? Anything more could be misconstrued as campaigning for or against an issue.

Let us be reasonable. People (journalist included) will have opinions and these are the sum-aggregates of different sub-cultures that make up Singapore. No one person or organization knows all the answers and feedback of all forms (especially those that seem unpalatable) help us, as a nation, to steer the right course, away from potential calamities.

Let us heed the message, NOT shoot the messenger!

I don't agree with the conclusions you listed at the beginning of your article. I thot it was very clear that they only apply to journalists. And this is a very well-known position that Mr Brown knows.

I think Mr Brown suffered a lapse of schizophrenia and got confused between a blog article, or a letter to the forum and a newspaper article. He wrote his article like he was writing a blog. If Heavenly Sword had written the same article in his blog, I doubt Mica would respond at all.

So my conclusion is that this episode will encourage more bloggers to criticize the govt in the capacity of a private citizen.

Hi Sleepless-in-SG, long time no see. The conclusions were not mine; i was summarizing the numerous views out there :) Technically, yes, the message is directed at a journalist. But substantively, no, the message is directed at everyone. This is because the issues raised in Mr Brown's original article concerns all Singaporeans, and yet it was dealt with so harshly. This is why many people are puzzled, and some are angry. This episode doesn't actually "encourage" pple to speak up (or blog more), but "agitates" them to do so...

My own conclusion: I really don't know what to say...sigh.

Sleepless in Singapore: Please be properly apprised of what SCHIZOPHRENIA means before you apply it to disgruntled journalists with a bone, albeit a valid bone to pick with the state.

Confusion about whether one is writing for a blog or a newspaper is NOT a symptom of mental illness, it is a result of stupidity or binge drinking the night before. So please do not misappropriate psychiatric terms in place of your sorry lack of adjectives.

Honey, Mr Brown's article appeared under the VOICES section of TODAY, which essentially means that anything written here IS the views of a private citizen, so he was entitled to that. Whether it sounded like a blog or not, is irrelevant, plus who died and made you the expert on how Blogs are written anyway?

Please note that Ms Bhavani's incisively redundant answer did NOT in any way REFUTE or DENY any of Brown's criticisms, it was a reprimand for the very act of criticism, that's all. Plus a sympathetic pat on his shoulder for his autistic child, boo-hoo-hoo.

The Govt knows what it's doing, and now it knows who's standing on their side, even if they don't know it themselves.

I believe the government is opening up the Internet, which they view it as fringe media. The problem was that Mr. Brown's article was published in mainstream media which they feel is read by majority of the their voters and supporters. From Bhavani's reply, it can be clearly seen that the government is drawing a very clear line between online and offline. That explains why Bhavani's reply ignored making references to Mr. Brown's expose of his private life and identity in his blog, thus claiming that Mr. Brown is hiding behind a pseudonym.

The response was targetted at the offline populace. If you re-read Bhavani's response from that perspective, it becomes a lot clearer.

You are still reading from the online context. The response was targetted to the offline populace who may not surf the web and most likely who don't read blogs. The response was not aimed at us (mostly anyway). The online populace is not its intended audience. We the online populace would like to think that our views are loud, our opinions are important and valued. We felt indignant because the response seems to belittle our presence. In a way, we've been cast aside as we are a fringe populace.

To a man in the street who does not go online nor read blogs, which is most of the population, when they read the response, very likely they will be nodding their heads in agreement.

The response was a response looking at the greater scheme of things at the online populace's expense. This is politics.

My point is that 'even if I imagine myself to be a non-blogger, who doesn't know that Mr Brown is Mr Lee etc, and who reads the Today paper like any other Singaporean (assuming i'm part of the offline population), it still doesn't make the reply any better (or worse), does it?

Now let me ask you: read the article as a citizen, a purely offline citizen of Singapore. Do you feel much better? If you do, then something is wrong!

No, the reply is not any better but I see the 'why' that the response was phrased in such a manner.

You forget that there is the 66.6% that may not feel anything about the response. In fact, they may be nodding their heads in agreement. It may be unfathomable to you, but it is exactly this reason why the 33.4% find it so hard to understand the 66.6%. It is also this 66.6% that voted for the current government.

just because a group of people 'does not feel anything' doesn't make that a particular action more 'right' or 'wrong'.

So insofar as the above statement is true, we cannot use the fact that 'many pple are not bothered by the Mr Brown incident' to argue that 'there is nothing disturbing in that incident'.

In my own personal capacity, I don't like how MICA and Today handled the situation. I was actually so disturbed that I wrote 4 entries about it; me getting "unplugged" and coming to the conclusion of "The Current State".

I was also very disturbed.
